In light of your last post, you should disregard most of what I've written. TD's instructions are more relevant.
Did you do something by the way? Was it working and then it stopped? Or were you using a different machine. Give some more info to help with troubleshooting, otherwise we are just guessing....
Try a different browser, just for the heck of it. Win Xp comes with IE...

Are you trying to enable an inbound connection? (i.e. To a server in your home)
..or set up a shopping cart for e-commerce, maybe?

I am also with Comcast and my dynamic IP stays the same for months at a time - practically static. I know because I use it for business for a VPN connection and have to give my new IP every time it changes to re-establish the tunnel connection. Happens very rarely, mostly when power drops on my end and my modem resets...

Pretty sure it's 5 bucks. they may try to talk you into buying the Business class service... Verify, however if this is really what you need for whatever reason you have to have SSL enabled...

If you are not paying for it (about 5-10$/mo), you probably don't have it. Static IPs are increasingly harder to come by these days.
Your ISP would definitely know.

Static IP address - a permanent IP address that I believe is a requirement for an SSL certificate. Your Internet Service Provider (ISP) may offer it for a small monthly fee. Don't quote me on it, please provide more info to see if we are even talking about the same thing.

he goes to these temple conventions and temple openings all the time to preach jesus to them.. so he was interested in doing that at a jw convention.
